It has become known who will have their foreign work experience taken into account when assigning a pension

Formerly labor the work experience accumulated abroad was included in the total when assigning pensions in Ukraine.

This was reported by URA-Inform with reference to Napensii.

This was regulated by the Agreement on Guarantees of Pension Rights of Citizens of the CIS Countries, signed by 10 states, including Ukraine and Kazakhstan. However, the situation has recently changed.

In 2023, Ukraine withdrew from this Agreement. Since then, the length of service acquired in Kazakhstan is no longer counted when calculating pensions in Ukraine. At the moment, the issue of pension provision between these countries remains unresolved and requires the conclusion of a separate bilateral agreement.

At the same time, in June 2024, amendments to the Law “On Compulsory State Pension Insurance” came into force. Now, if a citizen does not have enough work experience to receive a pension in Ukraine, he can count the work experience accumulated in any other country (except Russia), even if no contributions were paid to the Pension Fund of Ukraine during this period and there were no international treaties.

However, there are several key limitations:

1. Such work experience is taken into account exclusively for the purpose of assigning a pension in the event of a lack of the required period.

2. It is conditional: it gives the right to receive a pension, but does not affect its amount.

Why is the law not in effect yet?

The Cabinet of Ministers must develop and approve a procedure for accounting for foreign work experience. Until this happens, the innovations remain essentially unimplemented.
