We are talking about Pavel Bukin and Igor Gladkovsky.
Completed the investigation into the case against the ex-director of one of enterprises of the Ukroboronprom concern, namely Ukrspetsexport, and the son of the former first deputy secretary of the National Security and Defense Council.
This was reported by the Specialized Anti-Corruption Prosecutor's Office (SAP).
< >“On February 27, 2024, the SAPO prosecutor decided to complete the pre-trial investigation into the case against the former general director of the Ukrspetsexport cultural center and a person whose close relative held a position in the National Security and Defense Council of Ukraine, whose criminal actions harmed the Ukrspetsexport cultural center (included to the management of the state concern “Ukroboronprom”) losses amounting to almost 13 million UAH,” the message says.
As it became known earlier, we are talking about Pavel Bukin and Igor Gladkovsky.
It is noted that, on the instructions of the SAPO prosecutor, NABU detectives opened the case materials for the defense to review.
The investigation into abuses in the defense sector of the SAPO and NABU began after the publication of journalistic investigations, including those of the Bihus.Info team.
Investigators found that the former general director of the Ukrspetsexport cultural center conspired with the son of the then first deputy secretary of the National Security and Defense Council of Ukraine, “in order to provide the latter with unlawful benefits at the expense of the funds of the Ukrspetsexport cultural center, by concluding an agreement for the supply of equipment.”
It is noted that during August 2016 – February 2017, they ensured the conclusion and implementation of the necessary agreements between the Ukrspetsexport DC and the Gladkovsky-controlled company on the purchase of altimeters for aircraft for a total amount of UAH 14,377,249.99. PAt the same time, the difference between the market value of the goods and the contract price amounted to UAH 12,947,075.99. UAH In turn, a close relative of a former official of the National Security and Defense Council of Ukraine enriched himself with more than 170 thousand US dollars – this is exactly how much he received for fulfilling the mentioned contract,” the SAPO noted.
They also added that Gladkovsky and Bukin observed secrecy and took all measures to conceal their own participation in the scheme.
The detection of the crimes was helped by the disclosure of the competent authorities of the United Arab Emirates and the Hong Kong Special Administrative Region of the People's Republic of China, information from which confirmed the real value of the goods supplied, as well as the role and participation of the relevant foreign companies and their officials.
Actions of the former general director of the recreation center “Ukrspetsexport” Bukin is qualified under Part 2 of Art. 364 of the Criminal Code of Ukraine – abuse of official position, resulting in grave consequences.
Gladkovsky’s actions are validated under Part 3 of Art. 27, part 2 art. 364 of the Criminal Code of Ukraine – organization of the above abuse.
They are wanted, therefore a special pre-trial investigation (in absentia) was carried out against them.
What is known about the case
- In 2019, journalists from the Our Money program reported that the son of the Deputy Secretary of the National Security and Defense Council, Igor Gladkovsky, was a participant in million-dollar theft schemes in the defense complex. According to journalists, Gladkovsky Jr., together with his partners, organized the supply of Russian smuggled parts for military equipment around 2015. At the same time, state defense enterprises overpaid for goods by 2-4 times, buying them from gasket companies. The management of the Ukroboronprom concern knew about the fraudulent transactions and agreed to them. After this information appeared, Gladkovsky Jr. sued Denis Bigus.
- In 2019, the then general director of the state concern “Ukroboronprom” Aivaras Abromavicius ordered an official investigation into the signing of an order by ex-general director Pavel Bukin to change the charter of the Ukrspetsexport House of Culture.
- In 2020, NABU and SAPO already investigated which was suspected of laundering money.
- On April 22, 2021, NABU put Igor Gladkovsky on the wanted list. According to the investigation, the suspect in 2015-2017 implemented a scheme to supply contraband goods to Ukroboronprom enterprises using Optimumspetsdetal LLC and other companies. Under this scheme, Igor Gladkovsky was allegedly transferred 50% of the total amount of illegally obtained profits – 950 thousand hryvnia. He failed to appear for questioning at NABU three times.
- In October 2023, SAPO and NABU reported suspicion in absentia to the former general director of the Ukrspetsexport House of Culture and the son of the first deputy secretary of the National Security and Defense Council of Ukraine. The attackers caused damage to the company amounting to almost 13 million UAH.
- And in November 2023, VAKS arrested Igor Gladkovsky in absentia in the Ukroboronprom case.
