The study for the US State Department was conducted by Yale University.
Laboratory of humanitarian attacks by Russians on energy facilities in Ukraine for the period October 2022 until April 2023. The results of the analysts' work were published on the website of the US State Department.
In total, the invaders damaged the energy infrastructure 223 times. 17 regions received this, but more than half came from only 5 regions – the Kiev region, the Kharkov region, the Dnepropetrovsk region, the Lviv region and the Kherson region. The majority of energy facilities were destroyed in the Kyiv region.
The State Department points out that the vast majority of targets for Russian attacks are located far from the front line. And this is a reason to talk about doubts in the Russian Federation’s statements about strikes “exclusively against military targets.” The conclusion also emphasizes the Russians’ attempt to cause as much damage as possible precisely during the period of increased energy use.
