The Prosecutor General's office is investigating the demolition of the historical “house of Yevmeny Zelensky” in Kyiv

Criminal proceedings have been initiated regarding illegal actions.

The Office of the Prosecutor General has launched criminal proceedings in the case of the demolition of the Zelensky estate in Kyiv . It is known that the building on the street. Konissky 22 in Kyiv is under arrest.

This is stated in a message from the Office of the Prosecutor General.

“We note that the building at 22 Konisskogo Street, in January 2024, as part of criminal proceedings initiated on the basis of the deliberate illegal destruction, destruction or damage of cultural heritage objects (Part 2 of Article 298 of the Criminal Code of Ukraine), at the request of prosecutors, was imposed arrest with a ban on use, disposal and alienation,” says a statement from the Prosecutor General’s Office.

Prosecutors petitioned for the seizure because, according to the General Plan of Kiev, this site is within the historical area of the capital. Construction work requires permission from the Ministry of Culture and Information Policy of Ukraine.

All work was carried out without the appropriate approval of the Ministry of Culture and Information Policy of Ukraine. Therefore, in connection with the arrest of the building, all work must be stopped.

On July 19, 2024, despite the imposed arrest, unidentified persons, in violation of the restrictive requirements, destroyed the house using heavy construction equipment.

The location of the equipment that was used to demolish the building has now been established. An immediate search was conducted on the territory where it was located, during which the equipment was seized. A petition for its arrest has been filed with the court.

“We emphasize once again that the building at 22 Koniskoho Street is under arrest, and any construction work there is illegal,” the department added.

Under the procedural guidance of the Shevchenkivsky District Prosecutor's Office of Kyiv, a criminal case has been initiated on the fact of the destruction of the building at 22 Koniskoho Street (former Turgenevskaya).

The actions of the persons who destroyed the building are classified as the destruction of property that has been seized (Part 1 of Article 388 of the Criminal Code of Ukraine).

The fact of carrying out construction work contrary to the imposed ban, which is qualified as unauthorized construction on an illegally occupied land plot (Part 3 of Article 197-1 of the Criminal Code of Ukraine), is also being investigated.
