In accordance with the document, the US President transferred authority over some points of the law to Treasury Secretary Janet Yellen and the head of the US State Department, Antony Blinken.
The Prosperity Restoration Act, among other things, contains provisions for the possible confiscation of frozen Russian assets in favor of Ukraine.
The White House does not indicate the reason for Biden’s inability to continue to exercise powers under the document. The memo comes amid rumors that the head of state is in a state that could force him to resign.
