On September 30, the US fiscal year ends, and with it, one of the mechanisms for helping our country.
Reuters, citing its own sources, claims that the White House is actively discussing with Congress the issue of the approaching deadline for one of the mechanisms of military assistance for Ukraine – PDA (President Drawdown Authority, an approximate translation of “the president's authority to reduce the number of troops”).
On September 30, the US fiscal year ends, and with it some provisions of the security law adopted in the spring, which provided $61 billion for weapons for Ukraine. Under the PDA mechanism, Washington had the right to provide Kyiv with equipment and ammunition for $7.8 billion, but almost $6 billion of this amount was never used.
The Joe Biden administration hopes to transfer this amount to a temporary financial law that Congress must pass before September 30 to avoid a government shutdown. However, there is another scenario: to announce a large aid package for Ukraine by the end of the month, but stretch out the delivery schedule so as not to exhaust the Pentagon's reserves, but also to prevent the funds from “burning out.”
The president's advisers and lawmakers point to another circumstance: almost $3 billion for Ukraine under the PDA mechanism accumulated due to the Pentagon's errors in financial accounting. These funds will not be lost if the deadline arrives.
