Police notify 11 Russian Interior Ministry occupiers of suspicion who created the largest dungeon in Kherson

The occupiers face from eight years to life imprisonment.

It is known that in the dungeon, the infidels were subjected to physical and psychological violence, torture with electric current and other types of torture. And one of the Russian law enforcement officers also became an accomplice in the deliberate murder of an illegally imprisoned man.

Law enforcement officers established that all 11 defendants are employees of different units of the Ministry of Internal Affairs of the Russian Federation. In June 2022, they were seconded to the territory of the Kherson region to ensure the so-called occupation regime. At the same time, their personal data were changed by the Russian security forces. During the pre-trial investigation, law enforcement officers found out that the main suspect was a 47-year-old major general of the Russian Ministry of Internal Affairs. Upon arrival in Kherson, he headed the illegally created “temporary department of the Russian Ministry of Internal Affairs for the Kherson region.” The “first deputy” and “deputy” were Russian police colonels aged 50 and 58.

In July 2022, the leaders and personnel of the “temporary detention center” created by the occupiers at their “police department” were also appointed from among the visiting Russian security forces.

“The occupation law enforcement agency was headed by a 38-year-old senior lieutenant with the pseudonym “Evil”, and seven more junior officers and sergeants of the Russian police took up rank-and-file positions,” the police noted.

The investigation knows that during the existence of the occupation temporary detention facility, at least 183 civilians were illegally detained there, and the defendants subjected them to physical and psychological violence, electric shocks and other types of torture.

One of the Russian law enforcement officers also became an accomplice in the premeditated murder of an illegally imprisoned man. In addition, during the pseudo-referendum held in September 2022, Russian perpetrators forced prisoners to vote for the annexation of the Kherson region to the Russian Federation.

Also in October 2022, the defendants organized and ensured the forced movement in special vehicles of at least 60 civilians from the temporary detention facility to places of detention located on the left bank of the Kherson region and other occupied territories. Of these prisoners, only nine have so far returned to the territory controlled by Ukraine.

The whereabouts of the others are still unknown.

Currently, all defendants have been notified in absentia of suspicion of committing a war crime. Investigators from the regional police department, under the procedural guidance of the regional prosecutor's office, charged ten Russian police officers with involvement in violations of the laws and customs of war, committed by prior conspiracy by a group of persons (Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine), which is punishable by imprisonment for a term of eight to twelve years.

Another defendant is charged with complicity in cruel treatment of the civilian population, combined with premeditated murder, committed by prior conspiracy by a group of persons (Part 2 of Article 28, Part 5 of Article 27, Part 2 of Article 438 of the Criminal Code).

He faces imprisonment for a term of 10 to 15 years or life imprisonment.
