According to the ombudsman, children and other people have been asking for help for the past six months, but have not received any response.

<p>Children were allegedly subjected to physical, psychological and sexual violence in the educational and rehabilitation center of the Lviv region.</p>
<p>This was reported by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets.</p>
<p>“I have received information about the possible implementation of physical, psychological and sexual violence against children by the director of an educational and rehabilitation institution in the Lviv region,” he wrote in a telegram. </b>: orphans, children deprived of parental care, children in difficult life circumstances, and children with special educational needs. </p>
<p>According to the ombudsman, due to information about possible violence, a monitoring visit was initiated, which was joined by representatives of the National Social Service of Ukraine and partners – psychologists from the Charitable Foundation “Voices of Children” and “SOS Children's Towns”.</p>
<p>“We have recorded evidence from children that the director of the institution committed sexual acts against the girls-educators of the institution, publicly humiliated them, and also threatened to beat them and place them in a psychiatric hospital for “bad behavior” or violation of the daily routine,” Lubinets said.</p>
<p> < >The children also complained that they were systematically told: “Nobody needs you,” “Your parents are alcoholics,” “You are sick,” “Nothing good will come of you.” The attitude of the employees, headed by the director, towards the children as “sick,” incapacitated – “they have a diagnosis, they are inadequate,” which made their further development and rehabilitation impossible.</p>
<p>According to the ombudsman, <b>in the last six months, children and other persons in their interests have filed complaints</b>to the National Police, the local children's services and the Department of Education, but received no response. On the contrary, for every complaint about the conditions of detention or the behavior of the institution's employees, they were beaten with sticks and humiliated.</p>
<p>“We called representatives of the National Police of Ukraine and the prosecutor's office to the scene and forced them to begin documenting the facts of the violation in our presence. Based on the results of the response, a criminal case was opened, in particular under Part 3 of Article 153 of the Criminal Code of Ukraine: “sexual violence against a minor,” the report says.</p>
<p>All children who testified were removed from the institution and are safe.</p>
<p>Starting Monday, Lubinets will initiate a high-level meeting with the involvement of representatives of the Lviv Regional Department of Internal Affairs, law enforcement agencies and relevant ministries.</p>
<p>“I will ensure that the investigation impartially and quickly verifies the facts revealed during the monitoring visit and is on the side of protecting the rights and best interests of the child, and the result will be the prosecution of everyone who abused children or did not respond, knowing about the violations,” he noted. </p>
