In his evening address on September 28, President Volodymyr Zelensky spoke about the results of his trip to the United States, where he presented his allies with a plan for victory in the war against Russia.
Returning home from the United States. Many tasks were accomplished during this visit. I thank President Biden for the largest support package ever – almost $8 billion. These are weapons for the front and air defense for our cities, and the expansion of the F-16 training mission. I presented the Victory Plan, and we agreed that already in Germany in the Ramstein format we will discuss our steps together with our allies. October is the time for decisions,” the president said.

He noted that now we have an important continuation of the complex of security agreements – now the G7+ declaration on restoration. A clear signal that together with our allies we will resume normal life after the war. More than 30 countries are already with Ukraine in this. There will also be bilateral agreements – we will increase the number of countries. Zelensky thanked the United States and President Biden for this leadership.
According to the president, the Victory Plan received full support in Congress.
“As was important for Ukraine, we held meetings with both US presidential candidates. The meeting with Kamala Harris – all the important accents were heard in almost an hour-long conversation. The meeting with Donald Trump is our second meeting since 2019, and now, when it is so important. Thank you for your attention to the details of our Victory Plan,” Zelensky said. “Life is based on principles and law when it cannot be destroyed by violence. That is why unity is so necessary. Unity of allies, unity of the world, to stop Russia, this war and guarantee a genuine, honest peace. The peace that Ukraine wants more than anyone else in the world, and which will definitely happen,” Zelensky concluded.
