Tomorrow, the Kyiv Court of Appeal will hold a hearing on the case of the cancellation of the historical and architectural reference plan for Lviv

Tomorrow, October 14, the Sixth Administrative Court of Appeal of Kyiv will hold a hearing on the case of cancellation of the historical and architectural reference plan for regulating construction in the historical zones of Lviv.

This was reported by the mayor of Lviv, Andriy Garden.

Sadovy said that the city ordered the development of this document back in 2017. The historical and architectural reference plan is the basic document of urban planning documentation for the development of the general and detailed plans. The document contains information about individual buildings and other objects of cultural and architectural heritage. It indicates architectural monuments, historical development, significant historical urban planning objects, historical monuments, landscape elements, etc. Together with the historical and urban planning plan, it is the main document of the General Plan of the city, regulating urban development, zaxid.net reports.

The Ministry of Culture approved the plan in January of this year.

But not everyone liked it. The developer “NEW TRADING LVIV” wants to build a 25-story building on Lipinsky Street, and this historical and architectural reference plan is a thorn in the side of the street. Therefore, they filed a lawsuit in the Kyiv District Administrative Court, and it closed the court and abolished a document important for Lviv, without even hearing the city's position. This is absurd! The city of Lviv was not involved in the case, although this plan concerns us,” the mayor said.

The city of Lviv added that the city filed an appeal. Tomorrow, October 14, the case will be heard in the Sixth Appellate Administrative Court of Kyiv. Sadovyi emphasized that this meeting is again planned to be held without the public involvement of the city council.

Sadovy noted that the developer is suing the Ministry of Culture, and the city is only a third party in this process.

“I really hope for the support of the Minister of Culture and all concerned, because we will all have to clean up the consequences later. We are talking about a historical area. This is UNESCO heritage!” Honestly, I can’t even believe that this is possible in a country that considers itself a democratic European state. We demand an open trial! Such issues cannot be resolved behind closed doors!” the head of Lviv summed up.
