How Russia created a “shadow fleet” and why sanctions did not stop naphtha tankers

The recent sanctions failed to stop the shipping of oil from the Russian Federation deratsii. Moreover, the only data left to talk about is that tankers from the “black list” are turning into active robots.

Why is it possible that Russia has created a “dark fleet”, – from the material of RBC-Ukraine.

For tankers from “black list” found out the bypass routes

The number of tankers that were sunk under recent sanctions for their involvement in seaborne shipments of Russian oil is growing. By the end of the day, perhaps a third of the vessels on the “black list” have returned to work.

At least 21 of the 72 tankers that are under sanctions of the Office of Foreign Assets Control of the US Department of the Treasury, The Ministry of Finance of Great Britain and the European Union. Over the past river, they transported 24 shipments of Russian oil from these countries, as they were wasted in anticipation of Russia's full-scale invasion of Ukraine.

The growing increase in the number of buyers and the lack of concern about the drive of entry from the UK has probably helped Moscow and its clients to know the bypass routes, writes Bloomberg.

Growth at the rate at which tankers turn to work. Most of them took over the first 10 days of marriage. There are more than six at Serpna and Veresna and only five before that.

For the first time, tankers from the “black list” stood idle. Until the beginning of 2024 (six months after the first ships were named), no cargo of Russian or other oil was transported from them. However, now the supply of these tankers has increased sharply.

The first sanctions were imposed by the US Treasury in early 2023. Just before the list, two tankers Primorye and Yasa Golden Bosphorus were sunk, which transported naphtha, which was sold at a price of 60 dollars per barrel. It is significant that the pipeline was repaired in order to limit Russia’s income from oil trading.

In 2024, 73 ships were sunk by Britain and the European Union, and nine of them were sanctioned by more than one authority. One tanker – Yasa Golden Bosphorus – was included in the US list.

British regulations seem to be the most effective. About two-thirds of the time, tankers were transported under London sanctions. Tankers put into operation near Veresna are also on the black list (only one of them has received sanctions from Brussels).

US sanctions may be more effective. In total, six shipments were transported on four of 39 tankers, which were put on Washington’s “black list.” Most of them have been idle since the moment they were introduced, for up to 11 months.

About 50 tankers have been renamed since then, and many have had their ensign changed overnight. For example, thirteen ships are now sailing under the ensign of Barbados, whose ship register is kept by the Supreme Commission of the country in London.

Most of the Russian crude oil was discharged to Chinese ports. Nearly a third of them died in India, and this is a sign of the fact that such unworthy mothers are now in the past.

Previously, these ships were attracted to Novorossiysk, a port on the Black Sea coast of the Russian Federation. The latest batches are also being transported at all Russian export ports.

In which case, tankers from the “black list” are only a small part of the so-called “dark fleet”, selected by Russia for the transportation of crude oil and petroleum products beyond the reach of incoming powers . This reduced the effectiveness of the sanctions, leaving a lot of other ships that were built to support the flow of oil and the Kremlin’s income.

How Russia created a “dark fleet”

After the first exchanges for the export of Russian oil were canceled in early 2022, Moscow collected a “shadow fleet” of over 400 ships. They are expected to transport close to 4 million barrels per day and bring billions of dollars to the river.

To finance the courts, Russia uses corporate offshore structures. This means that it is important for the incoming formations to determine who is holding the tankers, who is adding them, and who is controlling the operation.

A Financial Times investigation lifts the lid on the mystery. Zokrema, recent corporate records showed that the Russian company Lukoil financed the British accountant John Ormerod for the purchase of at least 25 old tankers from early 2022 to mid-2023 for a total of over 700 million dollars iv.

The skin vessel was added a registered company registered in the Marshall Islands. Koshti gave Eiger Shipping DMCC, which is based in Dubai and is associated with Lukoil.

According to FT news reports, companies from Dubai linked to Muhammad Tahir Lakhani, a British shipping magnate of Pakistani descent, are identified as operating the tankers. Lawyers and brokers, including the London-registered company Braemar, also assisted.

By the time of arrival, 25 vessels had transported approximately 120 million barrels of Russian oil. At a conservative estimate of 60 dollars per barrel, this brought Moscow 7.2 billion dollars in naphtha exports.

In this case, it is impossible to confirm that the people have broken all the laws. Regardless of those that Lukoil has long been under sanctions, neither Eiger Shipping DMCC nor the Dubai Vlasnik remain on the lists. And companies from Dubai are not required to negotiate foreign exchanges, as they do not receive finance and services from the G7 countries.

Before the invasion of Ukraine in 2022, the export of Russian oil was mainly carried out by incoming tankers, which dominate the light ship fleet. In an attempt to shorten the Kremlin's income from the sale of oil to the US, the EU, the UK and other countries of the “Great Family” they stopped their companies from providing ships, insurance or financing Russian exports, since nafta was not sold in the past zhkoy.

Russia has fallen asleep creation of the “shadow fleet”. Towards the end of 2022, the market for tanker tankers grew in color, a splinter of Russian companies began to buy up old vessels, and the new ships soon had a rare chance to buy them at high prices.

In 2005, the Kudos Stars tanker was purchased for 35 million dollars. Among the most expensive – approximately 43 million dollars – tanker Galian 2, built in 2007. Such prices two-thirds exceeded the market for vessels of similar size this century.

Russian nafta companies and traders specifically looked for non-Russian power brokers and operators to secure connections with such tanks ers, even an expert from the “shadow fleet” in Harvard University Craig Kennedy.

“The Russians have tried to distance Moscow from the “shadow fleet,” which makes it difficult to say that Russian idea”, – meaning Vin.

According to estimates, Russian companies have spent over 10 billion dollars on the purchase of permanent tankers since 2022. “Moscow is clearly trying to maintain this distance as a way to protect its investments, as well as to divide them into various rich organizations,” he added.

John Ormerod’s favor gave a rare Opportunity to raise funds for British lawyers and ship brokers “shadow fleet” of Russia. London is known to be the light center of the maritime industry, and the Braemar company is one of the leading brokers – bringing together sellers and buyers for hundreds of prices.

Braemar confirms, She acted as a broker for hire in nine areas. Ale was tempted to comment because she knew that these tankers would help Russia circumvent the sanctions.
