President Zelensky in the Verkhovna Rada

On October 16, President Volodymyr Zelensky presented the Victory Plan to the people's deputies – a list of needs and steps necessary to strengthen the state's position.

During the presentation in the parliamentary hall there were Commander-in-Chief Oleksandr Syrsky, Chief of the General Staff, heads of the SBU, GUR, Foreign Intelligence Service, Prime Minister Denis Shmygal. Heads of diplomatic missions were also present.

Five points of the Victory Plan:

  • an invitation to NATO now
  • defense
  • deterrence
  • economy
  • security
  • The first four points will be implemented during the war to end it. The fifth point is after the war to ensure security. According to Zelensky, if we start implementing it now, the war can be ended by the end of 2025.

    President Volodymyr Zelensky's Victory Plan without appendices is 13 pages long. Today, the leaders of factions and groups were introduced to the main points of these appendices, but the rest will be seen first by the allies.

    The head of the “Servant of the People” faction David Arakhamia reported that after the presentation of the Victory Plan, a meeting was held with the participation of the President, the leadership of the Verkhovna Rada, heads of parliamentary factions and groups.

    “All those present at the meeting supported the Victory Plan. Thank you colleagues for the unity and unanimity in the vision of our Victory and a just peace. This once again confirms that the Victory Plan is an absolutely realistic document that unites society in the issues of our struggle and our future,” he said.

    Meanwhile, the General Staff of the Armed Forces of Ukraine reports that as of 22:00 on October 16, 112 combat clashes occurred.

    46 of them were in the Kurakhovsky direction.

    Active combat operations also took place in the Kupyansk and Limansky directions.

    The Russian army is preparing to strike nuclear power facilities in Ukraine.

    This was stated by the head of the Ukrainian MFA Andriy Sybiga during a joint briefing with the foreign ministers of the Nordic-Baltic Eight countries in Odessa.

    “Russia has complete dominance in the air. We know that they are preparing strikes on our nuclear energy facilities,” Sibiga said.

    In connection with the threat from the Russian Federation, Ukraine insists on lifting any restrictions on the use of long-range missiles against military facilities on Russian territory.

    “This is our right, according to the UN Charter, as a protected country. This right to self-defense is justified. We need it now. And I am glad that we are all like-minded with our colleagues present here,” the head of the MFA emphasized.

    The US has announced a $425 million security aid package for Ukraine.

    “In the coming months, the United States will provide Ukraine with a range of additional capabilities, including hundreds of air defense interceptors, dozens of tactical air defense systems, additional artillery systems, significant amounts of ammunition, hundreds of armored personnel carriers and infantry fighting vehicles, and thousands of additional armored vehicles to help complete the weapons,” the White House press service said in a statement.

    There is no risk of Hungarian “separatism” in the Zakarpattia region now and never has been, according to the new deputy head of the Presidential Office for Regional Policy Viktor Nikita, a native of the Zakarpattia region and an excavator for the relevant regional state administration.

    In an interview with LB.ua, Nikita expressed the opinion that Hungarian separatism is a “scarecrow that is beneficial to Russia.” At the same time, he does not rule out that Moscow's plans after the start of a full-scale war included conducting special operations to discredit Ukraine by “persecuting” citizens on ethnic or national grounds.

    According to Nikita, there were no manifestations of Hungarian nationalism in the Zakarpattia region even decades ago.

    “There couldn't even be a language. For Zakarpattia, Hungarian, like Slovak or Romanian, is the base. For me, a child, it was absolutely normal to hear it every day in everyday life, at school, everywhere. No conflicts arose,” he assured.

    The Prosecutor General's Office responded to information about almost fifty prosecutors of the Khmelnytsky Regional Prosecutor's Office who received disability groups.

    As stated in the statement of the OGP, Andriy Kostin signed an order to conduct an official investigation.

    “The official investigation will cover the verification of not only information related to the above-mentioned regional prosecutor's office, but also other prosecutor's offices. The commission for conducting the official investigation has already begun collecting information and documents to clarify these circumstances,” the Prosecutor General's Office noted.

    The information was made public on October 16 by journalist Yuriy Butusov. According to him, 49 Khmelnytskyi prosecutors “led by regional prosecutor Oleynik issued disability certificates, “roofing” the corruption scheme of the people's servant Krupa in the Medical and Social Expertise Commission and the Pension Fund.” Butusov noted that almost all prosecutors turned out to be disabled in the second group according to the decision of the former chief physician of the Medical and Social Expertise Commission, Tatyana Krupa. For many years they have been receiving and continue to receive disability pensions from the state in accordance with the decisions of the head of the Pension Fund, who was Krupa's son.
