According to Ivan Fedorov, such actions by the enemy are aimed at intimidating and creating panic among the civilian population.</p> <ul> <li>The occupiers in the temporarily occupied territories of Ukraine have left civilians without medical services. Almost all doctors in the temporarily occupied territories have either been mobilized or transferred to military hospitals.</li> <li>The Kremlin is keeping special control over orphans from the temporarily occupied territories of Ukraine for deportation to the Russian Federation.
