A symmetrical move by the Kremlin would jeopardize Canada's very presence at the embassy in Moscow, which has fewer staff: 17 versus 70. Asked whether maintaining diplomatic ties between Canada and Russia makes sense at all, the prime minister said that “we can do more for Ukraine and the rules-based order in the world if the embassy remains, as it did during the Cold War.”
