Shmyhal: Ahead of Winter, the State is Launching a Large-Scale Winter Support Program for Ukrainians

Subsidies are one of its key elements.

Prime Minister of Ukraine Denys Shmyhal said at a meeting of the Cabinet of Ministers on November 5 that on the eve of winter, the state is rolling out a large-scale program of winter support for Ukrainians.

He noted that one of its key elements is subsidies. 2.8 million Ukrainian families will receive housing subsidies and benefits. The Pension Fund has already transferred their amount for this heating season. The budget for 2025 has allocated UAH 42 billion for these needs.

The mechanism for assigning housing and utility benefits has been simplified for the military.

For displaced persons< /b> A program of subsidies for rented housing will be launched in mid-January next year. This option will be available to families that spend more than 30% of their total income on rent.

About 500 thousand households will receive payments for the purchase of solid fuel this winter, including firewood and coal. These funds in the amount of up to UAH 21 thousand per family are already being paid in frontline regions. /p> Shmyhal also called on citizens to install alternative sources of generation. At the same time, people should not lose the right to a housing subsidy. A decision is being prepared, according to which – if the cost of the installed energy equipment does not exceed 150 thousand UAH, the subsidy is retained for the family.
