The full-scale war that Russia began in 2022 forced Ukraine to urgently reconsider its defense budget. The funds for national security and defense, planned for 2022 in the amount of 323 billion hryvnia, or 6% of GDP, were a record, but not sufficient for a war of such intensity. As a result, in 2022, the expenditures amounted to 1 trillion 536.6 billion hryvnia, which is equivalent to 32.5% of GDP.

In 2023, the state budget allocated 1 trillion 141 billion UAH for national security and defense, or 18.2% of GDP. Zokrem, the financial security of the defense forces amounted to 13.85% of GDP. Among all the government budgets, the defense sector contributed 43.4%. With this, the budget deficit was predicted to be over 20% of GDP.

The state budget for 2024 allocated less than halfto of all expenditures to national security and defense – 1 trillion 692 billion UAH, or 21.6% of GDP. Ministry of Defense

In 2023, the Ministry of Defense took away UAH 857.9 billion. Of this amount, UAH 494.1 billion was directly allocated to the provision of the Armed Forces of Ukraine, including military training, medical care and social payments to veterans. Over UAH 350 billion was allocated for the purchase and modernization of equipment and equipment. UAH 136.1 million was allocated for living expenses for military personnel.

In 2024, the budget of the Ministry of Defense has increased to UAH 1 trillion 164 billion, which is 306.1 billion more than before. Of these, 882.8 billion UAH were allocated for the provision of ZSU. Defense purchases amounted to approximately 265 billion UAH. UAH 100.7 million was transferred to the living expenses.

In 2025, the Ministry of Defense's finances will grow to 1 trillion 530 billion UAH (+366 billion UAH until 2024). A little more than 1 trillion UAH is planned for the ZSU. UAH 455.8 billion was allocated for the purchase and modernization of equipment and equipment. Also, UAH 54.5 billion will be directly allocated for the development of the defense industry – 3.5 billion more, lower in 2024. Ministry of Internal Affairs

The Ministry of Internal Affairs of Ukraine is one of the largest ministries of the region due to the number of subordinate bodies and structures, as well as the obligation of financing. While, at the time of war, the funding of the Ministry of Defense exceeds the budget of the Ministry of Internal Affairs, the remainder will be deprived of one of the key departments, which includes the NSU, DSNS, DPSU and VHI.

In 2025, MVS costs reached a record 419.6 billion UAH (+95.4 billion UAH equaled in 2024). UAH 13.3 billion (-UAH 3.7 billion) is planned for ensuring the activity and coverage of specialized mortgages. 7.5 billion UAH will be lost for the fight against organized crime, and 840 million UAH (- 660 million UAH) for the aviation system.

Financing of the State Cordon Service in 2023 amounted to 33.2 billion UAH. UAH 494 million was allocated for exploration activities, UAH 200 million for housing for military personnel.

In 2024, the DPSU budget increased to UAH 61.9 billion (+28.7 billion UAH). Exploration activities totaled UAH 692 million. 150 million UAH (-50 million UAH) were seen for living expenses.

In 2025, the financial growth rate will be UAH 97.2 billion. UAH 697 million (+5 million UAH) were allocated for exploration. For living expenses for military personnel – 200 million UAH.

The National Guard of Ukraine in 2023 allocated 47 billion UAH, of which 327.1 million UAH were directly allocated for living expenses for military personnel. In 2024, financial growth increased to UAH 104.2 billion (+ UAH 57.2 billion), for housing – UAH 327.1 million. In 2025, the planned income is 156.8 billion UAH (+52.6 billion UAH), for housing – 353.1 million UAH.

National Anti-Corruption Bureau: from 2025 it takes away 2.1 billion – the price is 300 million UAH more, lower from 2024 (1.8 billion) and by 900 million it exceeds the budget for 2023 (1.2 billion).

The State Bureau of Investigation withdraws UAH 3.7 billion in 2024 and 2025, which is 1.3 billion more than in 2023.
