Ukraine is introducing a system for recording non-property damage to Ukrainians caused by the war

This is a tool for recording cases of loss of life, health, family, forced displacement, or deprivation of access to education and medicine due to war.

The Supreme Council of Ukraine adopted the bill “On recording information on damage caused to personal non-property rights of individuals as a result of the armed aggression of the Russian Federation against Ukraine.” This was reported by the Ministry of Social Policy.

This legislative initiative introduces the System of Registration of Non-Property Damage – an important tool for recording cases of loss of life, health, family, forced displacement or deprivation of access to education and medicine due to war. It also regulates the creation and operation of the Registry of data on children deported or forcibly displaced due to the armed aggression of the Russian Federation against Ukraine.

The Ministry notes that Ukraine is experiencing unprecedented aggression that has harmed millions of citizens: the dead and their families, people who became disabled due to military action, internally displaced persons, children who have lost their parents, and those who have been subjected to violence. In such circumstances, it is very important that support for victims begins immediately after information about them is recorded. To this end, state policy should be aimed at promptly identifying victims, assessing their needs and providing adequate social support, assistance and rehabilitation. For this purpose, the Ministry of Social Policy is introducing a System for recording information on harm, the main areas of work of which are:

The key principle of the changes is to ensure exchanges between various state registries and databases to facilitate the collection of information and minimize the bureaucratic burden on the victim. This will allow for the fastest possible recording of damage.

The Council adopted a law that should make it easier for displaced persons to find housing

In the future, it is also planned to introduce the possibility of a person providing a report of the damage caused to him/her through Action and Administrative Service Centers. In the future, each victim will be able to receive a full dossier on the damage caused and the types of support available to him/her through a single window.

The system for recording information on damage is only the first tool for building an effective system of support for citizens whose personal non-property rights have been damaged. The next step will be the development and adoption of a comprehensive law on measures to support victims, which the Ministry of Social Policy has already begun preparing. The introduction of the recording system will then make it possible to build an effective system of support for victims.
