This was announced by the Minister of Agrarian Policy and Food Vitaliy Koval.
“The only state register of domestic animals is the state register on the Action.Engine platform. Information about cats, dogs and ferrets will be stored here: the nickname and description of the animal, information on vaccination and biosterilization, contacts of the owners or holders, as well as other data that are important for the health of animals,” the minister noted.
He recalled that the purpose of the registry is to help prevent the spread of dangerous diseases more effectively, harmonize Ukrainian legislation on animal welfare with European legislation, and create a culture of responsible owners who care for their pets.
The registry will be introduced in two stages. In the first, the Ministry of Agrarian Policy will focus on attracting veterinary clinics and doctors to work with the platform.
Veterinarians must submit an application to the State Service for Food Safety and Consumer Protection. To do this, the head of the veterinary institution fills out an application in the office in the Register. The State Service for Food Safety and Consumer Protection checks the provided data within 10 working days, approves or rejects the application and sends messages about the review result to the applicant's e-mail. After this, veterinarians-registration agents must go to their offices in the Register and fill in the data about themselves.

After authorization, the veterinary institution will be ready to begin registering pets with the official start of the second stage of the Registry launch. The animal registration campaign will be announced additionally.
- The Unified State Register of Pets is a joint project of the Ministry of Agrarian Policy and Food of Ukraine, the State Service of Ukraine for Food Safety and Consumer Protection and the Ministry of Digital Transformation.
- This initiative was first discussed in December last year. Then the Cabinet of Ministers adopted a Resolution on the launch of a project to introduce the identification and registration of pets.
- In early November of the same year, the government ordered the creation of the Unified State Register of Pets. It was reported that it would contain information on the number of animals and their location, a description of the animal, vaccination and sterilization, identification data, veterinary passport data and information about the owner/holder.
