As RBC-Ukraine reports, President Volodymyr Zelensky stated this in his Telegram.

The President guessed that French President Emmanuel Macron having spoken, as if Part of the Ukrainian and other countries was present on the territory of Ukraine. It wouldn't be enough to guarantee security as long as Ukraine is not in NATO.
