Ukraine to launch e-Consul system: new opportunities for citizens abroad

The Ministry of Foreign Affairs of Ukraine has announced a large-scale digitalization of consular services, which will begin in 2025. One of the key projects will be the “e-Consul” system, which will allow Ukrainians abroad to quickly and conveniently receive a number of services without unnecessary bureaucratic procedures, writes IZ.

Notary services online

One of the main innovations will be the launch of automated notary services in diplomatic institutions of Ukraine. Citizens will be able to pre-select the type of power of attorney or application required via an online platform, fill in the necessary information, and receive a ready-made document during a visit to the consul. This will significantly reduce service time and make procedures simpler and more accessible.

Courier delivery of passports

From February 2025, a courier delivery service for international passports will be launched in a number of countries. Thanks to cooperation with Nova Poshta, citizens will be able to submit biometric data at the consulate and receive a ready-made passport directly to their address. This innovation will significantly reduce the number of visits to the diplomatic mission, which is especially important for Ukrainians who live far from consulates.

Driving licenses abroad

In the spring of 2025, it is planned to launch a service for issuing driver's licenses at foreign consulates. This will be a solution to the problem for citizens who have lost their document or need to replace it. The Ministry of Foreign Affairs is working to create the simplest and most understandable algorithm for obtaining a driver's license.

Comprehensive birth registration

In the second half of 2025, Ukrainians abroad will be able to use a new comprehensive service for registering the birth of children. It will cover several stages at once:

• state registration of birth;

• granting of Ukrainian citizenship at birth;

• entering the child in the State Register of Individuals – Taxpayers;

• registration in the Unified State Demographic Register.

This service will allow you to avoid numerous appeals to various authorities, making the entire process as convenient and centralized as possible.

Minister of Foreign Affairs Andriy Sybiga emphasized that the “e-Consul” project is only part of a broader plan to modernize and simplify consular services. In the next six months, new services are expected to be launched that will make consular services more accessible to Ukrainians around the world.
