As NBN reports, this was announced by the head of the regional military administration Oleg Sinegubov.

Local population of Kharkov , as well as the region, I urge you to stay in shelters.
In turn, the mayor of the city Igor Terekhov also confirmed the data about the explosions in Kharkov.
He wrote that Kharkov is under missile attacks.
