The Kremlin regularly hints publicly that it is ready for negotiations to end the war against Ukraine, but on the terms of Russian dictator Vladimir Putin. The media gained access to the draft peace treaty, which was drawn up by the Ukrainian and Russian sides in the spring of 2022. The American edition of The Wall Street Journal writes that the document, dated April 15, 2022, describes attempts by Kyiv and Moscow to end hostilities. According to the agreement, Ukraine was to become a neutral state that should not join any military bloc. The country would not be able to restore its army, and Crimea would remain under the control of the Russian Federation, NBN reports.
However, both sides did not agree. The scale of war crimes by the Russian Armed Forces in Ukraine became obvious, Western states began to provide military assistance to Kyiv.
The draft agreement stated that in exchange for an end to the war, Ukraine, with the possibility of membership in the European Union, could not integrate into NATO.
The deal also stipulated that the captured Crimean Peninsula would remain under the control of Moscow. At the same time, the agreement did not stipulate the fate of the temporarily occupied territories of the Donetsk and Luhansk regions; apparently, this issue should have been resolved during negotiations between the Ukrainian leader and the Kremlin dictator.
The agreement on the terms of the Russian Federation provided for a ban on the deployment of foreign weapons and troops on Ukrainian territory. In addition, at the request of Moscow, Kyiv had to reduce its army to 85,000 troops, 342 tanks and 519 artillery installations. In addition, the Russians wanted to limit the range of Ukrainian Armed Forces missiles to 40 kilometers.
In turn, the Ukrainian side wanted its armed forces to number 250,000 soldiers, 800 tanks and 1,900 pieces of artillery, which is also noted in the document.
