Ukraine signing an updated IMF memorandum: when to expect an increase in utility tariffs

The new document presented by the IMF (International Monetary Fund) provides for Ukraine to reform the internal market for public utilities, the so-called “liberalization.”

About the fact that Ukrainian household consumers can expect a gradual and unconditional increase in tariffs for utility services, writes “ NBN”, referring to the text of the revised “Memorandum”, published on the official page of the IMF, already signed by the President of Ukraine Vladimir Zelensky, Prime Minister Denis Shmigal, Finance Minister Serhiy Marchenko and the head of the NBU Andriy Pyshny.

In addition to increasing utility tariffs, Ukraine is reforming the energy sector to restore and strengthen competition in the gas market, in accordance with the road map for gradual liberalization (refusal of state price regulation). In particular, this changed approach is due to the fact that supplier companies owe too much to Naftogaz, both as a result of the war and because of the difference in tariffs.

It is assumed that only after an independent audit of the financial position of the above-described companies, which clearly determined the amount of debts and the reasons for their accumulation, the state will finally think about increasing tariffs for the population.
