The ISW analytical material notes that the Russian leader is trying to put forward the idea of complete surrender of the neighboring country as a reasonable prerequisite for peace negotiations, NBN reports.

American experts have drawn attention to the fact that Moscow is trying to undermine Kiev's efforts to gain support from other states on negotiating positions based on international law.

The conditions for dialogue that Putin puts forward are tantamount to the capitulation of Ukraine, but the Kremlin constantly claims that Kyiv is abandoning “smart” demands in order to make it appear as the reckless party.

Analysts also noted that this dictator’s ultimatum allows the Russian Federation to continue its large-scale and targeted campaign of ethnic cleansing in the WOT. To restore the territorial integrity of Ukraine, the Defense Forces need to de-occupy these territories.

Experts added that if Kyiv accepts any conditions other than the liberation of the occupied regions, this will become an indirect approval of the illegal occupation of more than 5 million citizens of Ukraine.

Earlier, Portnikov explained why the head of the Kremlin started talking about negotiations based on the “Istanbul agreements.”
