On the night of Saturday, August 10, a so-called “counter-terrorist operation” was declared in the Kursk, Belgorod and Bryansk regions, but not martial law, which, apparently, was provoked by the alleged “breakthrough” of units of the Ukrainian Defense Forces in several of these regions.

As NBN reports, citing the Institute for the Study of War (ISW), the Russian leadership has not declared martial law in the above-described areas because it fears the consequences of moving to more radical measures for a number of specific reasons.
According to ISW analysts, the introduction of an “anti-terrorist operation” instead of martial law will reduce the scale of the negative impact of the penetration of the Ukrainian Armed Forces into the Kursk region, while simultaneously preventing the emergence of internal panic or a negative reaction in Russian society. Thus, the Kremlin’s open reluctance to take more categorical measures in response to the aggravation of the situation in the border regions is demonstrated.
Verstka (an opposition publication), citing an informant close to the Defense Committee of the Federation Council of the Russian Federation, claims that the administration of Kremlin tyrant Vladimir Putin recommended that local functionaries and legislators refrain from commenting on events in the Kursk region until “special orders,” advising either to discuss the entry of the Ukrainian Armed Forces briefly or to rely on official explanations from Moscow.
ISW summarized that Putin is in no hurry to declare war, so that to prevent a full-fledged transition to “war footing” or to try to prevent the growth of discontent in society due to the potential for “destabilization” of the Kremlin regime.
