As reported by NBN with a link According to the Institute for the Study of War (ISW), the above-described refinement of the definition of factors that allow the Russian Federation to use nuclear weapons actually pursues a fairly predictable goal.

According to ISW analysts, Kremlin tyrant Vladimir Putin continues to blackmail with the idea of a potential nuclear confrontation between the Russian Federation and the “collective West”, seeking to continue to control the decision-making of Ukraine's allies/partners, thereby preventing the Ukrainian Armed Forces from being granted permission to use Western types of weapons to strike military targets in the Russian Federation.

In particular, the Russian leadership regularly makes “veiled threats” regarding a possible nuclear confrontation between the Russian Federation and the West during the discussion of key issues that arise in Western political discussions regarding the extension of military aid to Ukraine. For example, there is currently an ongoing debate among Western functionaries who intend to confirm Ukraine's right to use Western long-range weapons systems to carry out attacks on Russian military facilities.

At the same time, the Institute for the Study of War believes that Russia's permanent “rattling” of nuclear weapons is a component of the Kremlin's strategy aimed at “self-deterrence” of the West, but does not indicate the aggressor country's readiness to use this type of weapon:

Russia is unlikely to use nuclear weapons in Ukraine or anywhere else.
