As reported by NBN with reference to the official Telegram channel of the Ministry of Social Policy, such a subsidy is state financial assistance with a targeted purpose, that is, funds can only be spent on paying for consumed utilities.
In particular, if a household, receiving a subsidy, accumulates debts for utilities, that is, actually uses the above-described social support instrument for other purposes, the payment of financial assistance for the heating season can be canceled, since the state controls the payment discipline of recipients. Simply put, if the recipient of the subsidy has accumulated debts for housing and communal services (more than 680 hryvnia), then the provision of the subsidy is interrupted.
However, when applying for reassignment of the subsidy to the Pension Fund, debtors should add a copy of the debt restructuring agreement with the service provider company, and the payment of social assistance will be extended. 60 months are given to pay off debts.
