Expert reveals key reason for utility tariff increase in 2025

Having concluded a memorandum with the International Monetary Fund (IMF), Ukraine allegedly did not guarantee an increase in utility tariffs for the population, contrary to the envisaged possibility.

As reported by “NBN” with a link to the material of “24-channel”, according to the head of the committee on housing and communal services, improvement, ecology and environmental protection of the Public Council under the Kyiv City State Administration Oleg Popenko, the upcoming upward adjustment of tariffs for various types of utilities may be directly related to the IMF memorandum.

Based on Popenko's words, the mandatory increase in tariffs for housing and communal services is clearly included in the memorandum signed by Kyiv and the International Monetary Fund. In particular, the provisions of the document separately highlight—the Cabinet of Ministers must carry out a gradual increase in tariffs, based on an updated calculation mechanism, taking into account the impact of all negative social factors.

The expert summarized:

I expect an increase in tariffs for gas, heat, hot water and gas distribution next year, and in parallel with this, the cost of electricity for the population will also increase.

Earlier, our information portal wrote that the IMF predicted a significant electricity deficit in Ukraine in winter.
