The Rada spoke about updated conditions for assigning assistance to IDPs from 2025

The draft State Budget for 2025 provides only 48.5 billion hryvnia for financial support of internally displaced persons (IDPs), instead of 57.6 billion hryvnia planned for 2024.

As reported by NBN with reference to the material of Obozrevatel, the head of the temporary special commission of the Ukrainian parliament responsible for the protection of the rights of IDPs, Pavlo Frolov, said— The Cabinet of Ministers and elected representatives are calling for a review of the approach to providing assistance to displaced persons, since the conditions do not take into account many of the needs of citizens who have left dangerous/occupied regions.

In particular, the “cut” of the state budget expenditure on financial support for IDPs is explained by the adjusted criteria for providing payments, which, as a result, will deprive a significant portion of displaced persons of the right to state assistance.

One of such ambiguous conditions is that the total family income should not exceed UAH 9,444/month, which is an unrealistic amount to meet the minimum needs for housing and food, especially when it comes to about a single person.

In addition to the limited income, the government added another criterion for receiving IDP payments – applicants for state assistance should not have deposits exceeding UAH 100,000 (even if these funds are an inheritance).
