On Tuesday, November 19, the head of state Volodymyr Zelensky presented a 10-point plan for Ukraine's resilience in the Verkhovna Rada.

Speaking in parliament, the Ukrainian leader spoke about our country's resilience plan, which consists of 10 points. The document in full with all appendices will be presented next month, the NBN publication reports.

Point 1 – Unity. The President noted that Ukraine’s ability to continue the fight against the enemy and not lose the war depends on things that the people can do, and that can only be done in unity with allies, in particular, this concerns the country’s accession to the EU and NATO.

Point 2 – Front. The guarantor stated that the Defense Forces will take measures to stabilize the front, in particular, conduct operations in the Ukrainian military zone and on the territory of the Russian Federation. In addition, the army's technological capabilities will be strengthened.

Point 3 – weapons. According to Zelensky, Ukraine is successfully increasing the production of weapons and ammunition, and is looking for solutions to destroy the Shahed kamikaze drones with FPV drones.

However, this is not enough to get ahead of the Russians in technology, so Kyiv will implement the format of a technological Headquarters, the first meeting of which will be held early next month.

Point 4 – money. The head of state assured that there are no risks for the country's Defense and Security Forces for the year ahead, all pensions and salaries will be paid. Ukrainians will also receive “winter support” from the state, and in March, pension payments will be indexed to the inflation rate.

Zelensky promised that in 2025, state programs to support businesses and consumers will be expanded, in particular, the “ePidtrimka” program will be resumed.

Point 5 – energy. The President noted that this is the most closed part of the plan, since the Russian Federation intends to plunge our country into a blackout. The guarantor reported that a lot of work has been done to protect facilities and by the end of the year, energy sustainability passports for regions will appear.

Point 6 – security. The Ukrainian leader explained that at the state level, Kyiv will implement a new system – a safe region, a safe city, a safe community.

In particular, this part of the plan provides for the reconstruction of shelters, the construction of new ones, and the modernization of standards. In addition, police officers will appear in each school, and metal detector frames will be installed in educational institutions and other public buildings.

Point 7 – communities. Zelensky said that the authorities will make a number of decisions to support border and frontline communities, in particular Sumy and Chernihiv regions, as well as for communities that have received the most displaced persons.

Point 8 – human capital. This part of the plan involves the modernization of social policy, healthcare policy, education, the introduction of digitalization of services, etc.

The head of state announced the creation of the Ministry of Unification of Ukrainians, a candidate for the post of head will be presented by the end of the year. The department will deal with the affairs of the global Ukrainian society. Kyiv will also replace ambassadors, special attention will be paid to the states of the “Big Seven”.

Point 9 – cultural sovereignty. The President said that the authorities are preparing a “cultural Rammstein” to create new and support Ukrainian cultural products and content around the world, search for and return cultural heritage.

Point 10 – the policy of heroes. The Ukrainian leader noted that this part of the plan concerns the regulation of the transition of defenders and defenders to veteran status, their involvement in public service, the integration of military personnel after injuries or captivity into public and economic life, a program to support the families of soldiers, etc.

As reported, the Ministry of Digital Development told when Ukrainians will be able to apply for 1,000 hryvnia from Zelensky.
