The Institute for the Study of War also drew attention to the material of the Reuters agency. Journalists, citing sources close to US intelligence, said that the strike of the Oreshnik missile on the Dnieper is unlikely to indicate Moscow's intention to use nuclear weapons.

ISW analysts noted that the Russian leader's threats about the new use of the Oreshnik are the Kremlin's IPSO. They believe that such statements by Putin do not foreshadow the development by the Russians of new means for delivering a deep strike.
