The Verkhovna Rada has approved a bill introducing the institution of multiple citizenship in Ukraine. The draft law was supported by 243 members of parliament, 19 voted against, and nine abstained, reports Baltimore Chronicle citing the Telegram channel of MP Yaroslav Zheleznyak.
The law grants Ukrainians the ability to officially hold foreign citizenship without losing their Ukrainian citizenship if the foreign state is included in a special list approved by the government. It also provides the right to acquire citizenship of another country without the obligation to renounce Ukrainian citizenship, provided that the country is included in the mentioned government list.
For foreign nationals, simplified procedures are introduced to acquire Ukrainian citizenship: for persons of Ukrainian origin, servicemen of the Armed Forces of Ukraine, and also for individuals who face political persecution in their countries. At the same time, the law allows retaining the existing foreign citizenship upon obtaining Ukrainian citizenship, except for citizenships of aggressor states.
The initiative for multiple citizenship was supported by the Ministry of Foreign Affairs as early as October 2023. In January 2024, President Volodymyr Zelensky submitted the corresponding bill to the Verkhovna Rada. In November 2023, while presenting the Internal Resilience Plan, he emphasized the importance of introducing this institution in Ukraine.
In December 2023, the parliament supported the bill in the first reading. The Minister of National Unity of Ukraine, Oleksiy Chernyshov, stated in May 2025 that the government continues working on the law, which may be fully ready by the end of 2025.
