The Verkhovna Rada on Human Rights Dmitry Lubinets reported that the Russians shot dead a presumably wounded unarmed Ukrainian soldier.

“This is a violation of the Geneva Conventions, international humanitarian law, and the laws and customs of war. If we do not respond to this, the crimes will be repeated. Evil that goes unpunished always returns,” the Ombudsman wrote.
