Ukraine has changed the rules for crossing the border. They concern military-liable men who are transporting humanitarian aid or medical supplies.

The spokesman for the State Border Service of Ukraine, Andrey Demchenko, stated this in a comment to RBC-Ukraine.

Who was affected by the changes?

Demchenko noted that such changes apply to male drivers who transport humanitarian or medical supplies for the needs of the Armed Forces of Ukraine, other military formations or the population of Ukraine.

How the conditions for traveling abroad have changed

According to the spokesman for the State Border Service of Ukraine, the above-mentioned men were previously entered into the “Shlyakh” system. The decision to allow them to travel abroad was made by the Ministry of Community and Territorial Development or regional military administrations.

“Currently, this category of citizens, these drivers who plan to transport humanitarian or medical supplies, can cross the border only on a general basis,” he emphasized.

Demchenko clarified that now information about such drivers will not be entered into the Shlyakh system and decisions on them will not be considered by regional military administrations.

“A person must fall into the category of those who are allowed to travel abroad. For example, these are those who are excluded from military registration or those who have three or more children to raise, or other categories that allow crossing the border in accordance with the rules approved by government decree,” he added.

The new rules have already come into effect

Demchenko noted that changes to the border crossing rules have already been published in the official bulletin, so border guards have begun to follow them.

“If a person arrives at a checkpoint and is displayed in the Shlyakh system as someone who must transport humanitarian aid in accordance with the decisions of regional military administrations, we do not let such people through, unless, of course, they fall under other conditions for crossing the state border,” he clarified.

Such changes were introduced in accordance with a government decree.
