Parking for people with disabilities: when you can park your car for free

The parking problem, which is well known to residents of large cities, is much more painful for people who are tied to a car due to serious health problems. A person with disabilities needs not only to find a parking space – it is important that they do not have to pay a tidy sum for it. In what cases can such a person not pay for a paid parking space?

Parking in special places

Today, almost every supermarket or public institution in Ukraine has parking spaces marked with the sign (plate) 7.17 “Persons with Disabilities” or similar markings. This is not a new thing, because current legislation requires that each parking lot have special spaces (10% of the total number of parking spaces, but not less than one), marked with the sign or marking 1.30. This is, so to speak, a reservation for the case when the parking lot is at its maximum capacity – so that a car with a citizen with special needs is guaranteed to have a parking space.

By the way, for parking in appropriately designated places for people with disabilities without proper grounds, you can get a hefty fine: 1020 – 1700 UAH.

Parking for money and without

Another aspect is the parking fee that is charged to motorists in many popular parking lots. Regardless of whether there are specially designated spaces in the paid parking lot or not, a citizen with a disability has the right to use such parking for free.

To do this, you must present a document that contains an entry about disability: a pension certificate, a certificate of recipient of state social assistance (which is paid instead of a pension) or a certificate of provision of a benefit. We emphasize that the certificate is no longer required to contain an entry about disability specifically due to damage to the musculoskeletal system (Resolution of the Cabinet of Ministers No. 53 of 31.01.18).

Is a “Driver with Disabilities” sign required on a car?

The identification sign p. 30.3ґ “Driver with disabilities” on the car of a person who has such a status is voluntary. It can be placed on their car by a citizen with disabilities, as well as a third-party driver who carries such a citizen in his car. The disability group is not specified either in the Traffic Regulations, or in the Law “On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine”, or in the documents of the Cabinet of Ministers (Resolution of the Cabinet of Ministers of 31.01.18 No. 53). In addition, sign 30.3ґ can be kept on the car by parents of a child with disabilities.

So, in short, the explanation regarding the blue (yellow) plate on the car is as follows:

  • A driver with a disability may drive a car without a sign p. 30.3ґ “Driver with a disability”;
  • A driver with a disability in a car without a sign p. 30.3ґ is not allowed to deviate from the requirements of the traffic rules;
  • The driver of a vehicle transporting a passenger with disabilities may deviate from the above-mentioned traffic regulations, even if he does not have a sign p. 30.3ґ;
  • A driver with a disability or a driver who transports a citizen with a disability can park for free in paid parking lots, regardless of the disability group and type of illness.
