The Cabinet of Ministers of Ukraine has decided to integrate the mobile applications “Army+” and “Reserve+” into the state electronic services portal, which will operate for the needs of national security and defense. The changes were approved by a government resolution on August 20, 2025, reports the Baltimore Chronicle citing “Sudovo-Yurydychna Hazeta“.

According to the resolution, the key innovation is that the portal is now connected to dozens of state databases. This enables automatic data transfer and real-time updates.

The system is already integrated with the following registers and platforms:

  • Unified State Register of Conscripts, Military Obligated Citizens, and Reservists;
  • Civil Status Acts Register;
  • Tax Register;
  • Register of War Veterans;
  • Electronic Healthcare System;
  • Database of Combat Zones and Occupied Territories;
  • Register of Legal Entities and Private Entrepreneurs;
  • Ministry of Education Database;
  • State Employment Service System;
  • Social Protection Registers.

This integration eliminates duplicate data submissions. For instance, if a person changes their residence or undergoes a medical examination, the information will be updated automatically in the system.

The resolution also regulates the operation of “Reserve+”, which serves as a digital account for conscripts, reservists, and those subject to military duty. The service can function either as a mobile application or a personalized web page, allowing users to update their personal information, submit applications online, and obtain extracts from the register.

Access to the service is granted to conscripts, military obligated citizens, reservists, pre-conscripts, as well as citizens aged 16 to 65 who have been removed from military registration, provided they use electronic identification.

The document further specifies technical details, including the process for updating personal data, the type of information available (such as medical examinations, deferments, military rank, specialty, records of summons received, etc.), and the mechanism for generating a digital military registration document.
