Infographics As of December 29, the Ministry of Finance has information on the approval of 1,545 budgets, which is 97% of their total number (1,597).
As Ukrinform reports, the press service of the Ministry of Finance reported this.
In particular, the following were approved: 24 regional budgets and the budget of the city of Kyiv, 117 district budgets (not approved – 2), 1391 budgets of territorial communities (not approved – 47) and 12 budgets of districts in cities (not approved – 3).
As of December 29, the local budgets of Luhansk, Nikolaev, Rivne, Ternopil, Kharkov, Kherson and Chernivtsi regions were fully approved.
In order to ensure the full functioning of public sector institutions and their continuous provision of services to consumers, local governments need to take measures to speed up the process of approving local budgets and providing information about their approval to the Ministry of Finance using the LOGICA information system.
As reported, despite the war, decisions on local budgets for 2024 are subject to mandatory publication. Given the martial law, communities and military administrations have some restrictions on publicizing a ready-made budget decision.
The need to publish a decision on the local budget is determined by part 5 of Article 28 of the Budget Code of Ukraine: the decision on the local budget is subject to mandatory publication no later than 10 days from the date of its adoption in newspapers determined by the local council. The publication of such a decision is also required by the Law of Ukraine “On Access to Public Information”, namely, according to Part 2 of Article 15, the decision on the local budget is subject to mandatory publication without delay, but no later than five working days from the date of approval of the document.
