Ukrainian smokers will face an unpleasant increase in the cost of cigarettes.
The Cabinet of Ministers of Ukraine has registered in the Verkhovna Rada a bill to increase < strong>excise taxeson cigarettes, starting from July 2024.

As noted in the explanatory note to the bill, the revision of the excise duty rates is dictated by the fact that Ukraine has pledged to annually increase it on tobacco products by 20% and comply with EU Directive 2011/64/EU. This also applies to a simultaneous equivalent increase in excise rates on tobacco, industrial tobacco substitutes and a reduction in their size for tobacco-containing electrically heated products (TVENs).
The cost of cigarettes depends on currency fluctuations in the country. If the relationship between the dollar and the euro remains unchanged, the remaining components of the cost of cigarettes will remain stable. So the price for a pack of middle-class cigarettes (i.e. filter cigarettes that belong to the average price category and have average quality of raw materials), according to calculations, will be:
- 2024 year – 84.9 UAH per pack
- 2025 – 101.8 UAH per pack
- 2026 – 114.9 UAH per pack
- 2027 – 126.5 UAH per pack
“Implementation of the bill will lead to an increase in budget revenues due to additional revenue from the excise tax on tobacco products in 2025 in the amount of about 612 million UAH, in 2026 – 5,001 million UAH , 2027 – 9,379 million UAH, 2028 – 1,” says the explanatory note.
