Two regions are in the lead.
Since the beginning of the full-scale invasion of the Russian Federation, debts for utilities in Ukraine have increased by a third. The largest number of defaulters are in the Dnipropetrovsk and Kharkiv regions.

Currently, there are 701 thousand proceedings for the collection of debts for housing and communal services (HCS) in Ukraine. Since the beginning of the full-scale war, debts have increased by 37%. Thus, as of February 2022, there were 512,359 proceedings in the register due to non-payment of utility bills.
At the end of last year, there were 659,684 debts for utilities in the Unified Register of Debtors. Over the past six months, their number grew by 6.3% and reached 701,051 productions.
The largest number of debtors live in the Dnipropetrovsk region – more than 100 thousand productions or 14.3% of the total . Next in the ranking are Kharkov and Donetsk regions, 94.8 thousand and 79.7 thousand, respectively.
36.9% of all debts are non-payment for heating – 258.8 thousand. In second place by a significant margin are debts for water supply, 18.6% or 130.2 thousand. And the third is debt for electricity – 67.9 thousand or 9.7%.
What other utilities are Ukrainians in arrears for?
- Housing services — 67.1 thousand or 9.6%
- Gas supply — 59.7 thousand or 8.5%
- Waste disposal — 7.6 thousand or 1.1%
In another 15.6% of cases, it was not possible to determine the area of the collector. This is about 109 thousand debts.
Recall that the cost of utility services has increased significantly in Ukraine.Over the year, tariffs increased by a total of 18.6%. Some tariffs have already increased this year. For example, since June 1, electricity tariffs have increased in Ukraine. Officials explained that this was happening in order to restore generating capacity destroyed by Russian shelling.
