Between the end of the heating season and the beginning of preparations for the next one, Ukraine traditionally discusses increasing tariffs for utilities.
It is really worth expecting an increase in tariffs for utilities in 2025. This is confirmed by the fact that the memorandum between Ukraine and the IMF clearly states the need for such changes.
Expert Oleg Popenko reported this in a commentary to “24 Kanal”.
“I expect tariffs for gas, heat, hot water and gas distribution to rise next year, and the cost of electricity for the population will also rise in parallel. At the same time, the Ministry of Finance notes that the updated Memorandum with the IMF does not include obligations for Ukraine to increase tariffs for energy resources, but this possibility is taken into account. However, such a step may be possible if the subsidy program is properly financed,” Popenko said.
This is considered as a measure to solve problems in the energy sector caused by a full-scale war. However, such a step can only be implemented if there are sufficient financial resources to support vulnerable households.
Earlier it was reported that in Ukraine, since the start of the full-scale invasion of the Russian Federation, utility debts have increased by a third. The largest number of defaulters are in the Dnipropetrovsk and Kharkiv regions.
