In December, Ukrainians will begin to receive a thousand hryvnias as part of the new “є Підтримка” program
The thousand hryvnias from President Zelensky can be used until the end of 2025.

Who will not receive money from the President
As stated in the article “RBK Ukraine”, Ukrainians outside the country will be deprived of this support.
“Those who currently live abroad as refugees will not be able to receive the money. The transfer will be carried out after verification of the applicant's location,” the publication says.
It should be noted that the program for the allocation of a thousand hryvnias of aid (i.e. the Cabinet of Ministers will make a corresponding decision) is planned to be fully legally formalized by mid-November. Accordingly, citizens of Ukraine will have until December 1 to apply for the “National Cashback” card.
As reported by TSN.ua earlier, a thousand hryvnias will be credited to the “National Cashback” card, which can be opened in “Diia”. An application for receiving funds can be submitted during three months of winter – December, January and February.
On October 25, in his evening address, President Volodymyr Zelensky announced a new program “ePidtrimka”. These funds can be spent on paying for Ukrainian goods and services, in particular, utilities, train tickets or Ukrainian-made medicines.

This concerns those citizens who do not have access to the “Diia” application.
As the press service of the Ministry of Economy reported at the request of UNN, the ministry is currently developing such a mechanism.
As the ministry explained, as a result, the number of socially vulnerable citizens has increased, and the goal of the President of Ukraine Volodymyr Zelensky and the government is to support each person.
“It is assumed that the mechanism of the “ePidtrimka” program will be universal, not selective, so that citizens of all categories throughout the country can receive funds. We cannot foresee which specific objects and cities the Russians can shell, and where people will need help the most. The only exception will be those citizens who have gone abroad,” the department explained.
In particular, they noted that each person will receive assistance: both adults and children. After all, one of the parents will be able to order the payment to their account for each of their children.
“A mechanism for receiving support funds through Ukrposhta branches is currently being developed – for the convenience of those citizens who do not have smartphones and access to the action. These funds will not be taxed,” the Ministry of Economy reported.
An unexpected explanation about the allocation of a thousand hryvnia to each Ukrainian
An application for funds can be submitted during the winter, spent in 2025. Only Ukrainian goods and services can be paid for, according to the story of a TSN.ua correspondent Dmytro Furdak.
“Those who need these funds will be able to pay for housing and communal services, they will be able to buy Ukrainian-made medicines. Those people who do not need these funds will be able to spend them on the army. Let's not forget that our military are also citizens of Ukraine, they will also receive a thousand hryvnia,” says People's Deputy Olha Vasilievskaya-Smaglyuk.
At the same time, on a national scale, the money paid out is a drop in the ocean, so it will not have either a negative or positive impact on the economy, says senior economist at the Center for Economic Strategy Yuri Gaidai.
“Ukraine already has a huge budget deficit every year – this is about 1.5 trillion hryvnia per year, which is covered by donor funds and the placement of bonds. Against the background of these 1.5 trillion UAH, if we take an estimate of how many people will use it – 15 million, that is, they will receive 15 billion UAH, this is only one percent, then from this point of view it does not make sense,” the economist says.
So the “Winter Support” program may have other goals, suggests the deputy chairman of the parliamentary finance committee.
“It seems to me that this is my personal opinion, I am broadcasting it not as a representative of our faction, but simply as a people's deputy. This is an attempt to calculate the number of people on the territory of our state,” said Olga Vasilevskaya-Smaglyuk.
Why won't this money be spent on building fortifications
The money that will be paid to Ukrainians was provided by partners for social payments. Therefore, it is impossible to spend it on other purposes, in particular on the construction of fortifications. This was reported by the Deputy Chairperson of the Verkhovna Rada Budget Committee Lesya Zaburannaya on the air of the Kyiv24 TV channel.
“Every single hryvnia of funds that our international partners give us has a clear purpose. We cannot spend the funds that we were given for social expenses on building fortifications. This is impossible, because we receive tranches with a very clear target purpose,” she emphasized.
An expanded list of expenses for thousands and from Zelensky
Ukrainians will be able to spend the 1,000 hryvnia accrued under the winter “support” program on purchasing medicines and medical products of Ukrainian manufacture.
This was told by the First Deputy Prime Minister, Minister of Economy of Ukraine Yulia Svyrydenkoduring a joint meeting with the Minister of Health Viktor Lyashko, representatives of pharmaceutical networks and drug manufacturers.
“UAH 1,000 of “ePidtrimki” will be transferred to the “National Cashback” card of Ukrainians. This will save time and resources, because the “National Cashback” system has already been built and has passed all tests. People have received the first cashback payments and even started spending it. Now funds under the “National Cashback” program can be spent on utilities, purchasing transport tickets or donations. We want to supplement the list of expenses for which UAH 1,000 of “Support” can be used, with the opportunity to purchase medicines and medical products of Ukrainian manufacture,” noted Yulia Svyrydenko.
Yulia Sviridenko said that more than 50 pharmaceutical manufacturers and about 250 sellers of medicines and medical products have already joined the National Cashback program. Therefore, expanding the list of possible program expenses for medicines and medical products will support not only ordinary Ukrainians who need medicines, but also domestic pharmaceutical manufacturers.
In particular, the Support program will apply to all Ukrainians – both adults and children. Particular attention is paid to the fact that pensioners, internally displaced persons and citizens who “live in high military risk zones” can receive funds under the winter “support” program.
The official also recalled that during the previous “ePidtrimka” program and the UAH 6,500 assistance program in 2021-2022, Ukrainians spent more than UAH 500 million on medicines.
Why Ukrainians are against paying one thousand to each
Three petitions have appeared on the website of Ukrainian President Volodymyr Zelensky, in which Ukrainians are asking to cancel the decision to pay UAH 1,000 in social assistance provided for by the new “Support” program.
This was noted on Friday, November 1, by People's Deputy Yaroslav Zheleznyak.
The initiator of one of them is a 79-year-old pensioner who, despite a meager pension of 3,395 UAH, considers it inappropriate to spend money in this way. At the same time, she suggests sending the money to the production of weapons, which are needed during the war for Ukraine's victory.
Another author of the petition also suggests giving this money to the needs of Ukrainian defenders. At the same time, she noted that only owners of smartphones, that is, expensive mobile phones, will be able to use the payment. In her opinion, this violates Article 24 of the Constitution, namely, it creates restrictions on property status.
Another author of the petition suggested redirecting funds from the “Support” program to finance rehabilitation activities for war veterans. According to him, paying 1,000 hryvnia to all Ukrainians will not be effective.
