Ukrainians will not be able to refuse to disclose banking secrecy, even if they close the “National Cashback” card.
Cybersecurity expert Konstantin Korsun said this on the air of “Kyiv 24”.
He said that the agreement between the bank and the client, which citizens sign when opening a card for “winter support”, also applies to other cards.
“The agreement contains a condition that it applies to all accounts opened in this bank, that is, both to the NatCashBack card and to all others. Which is what is causing such widespread concern. We are talking about one CashBack card for a ridiculous amount – less than $25, and for this people are ready to sign up and give up banking secrecy on all their accounts. This is already beyond the scope… What are we agreeing on?.. We agree on one CashBack card, but we give up control over all accounts. Therefore, I think that if you took the card, perhaps spent the money, perhaps donated, etc., but you have already signed that for 20 years all your accounts will be monitored, to which you agreed, and your data will be transferred to an indefinite number of persons, institutions and organizations,” Korsun said.
Earlier, Monobank co-founder Oleg Gorokhovsky wrote that people who opened a National Cashback card at PrivatBank agree to disclose banking secrecy and made this agreement public.
“If you opened a National Cashback card at Privat, then it wouldn't hurt to find out what you agreed to,” he wrote, adding the text of the agreement.
Meanwhile, PrivatBank's press service said that they only transmit information on National Cashback program cards related to transactions for expenses or returns of Ukrainian goods in stores determined by Cabinet of Ministers Resolution No. 952 of August 20, 2024.
At the same time, clause 8.7. the application that must be signed to open the “National Cashback” card in “PrivatBank” requires permission to disclose information about payment transactions on all current accounts to “third parties specified in the Resolution of the Cabinet of Ministers of Ukraine”.
The document also notes that permission will not cancel the grounds for disclosing banking secrecy specified in the agreement concluded between the bank and the client, but will be considered as an additional basis. The client also retains the right to revoke such permission from all accounts, for which it is necessary to submit a corresponding application.
As a reminder, as of December 3, Ukrainians have submitted more than 4 million applications for the “Winter Support” program with the help of “Action”.
