 Rental subsidy for IDPs extended to the entire territory of Ukraine

The government has adopted a resolution that will allow a much larger number of internally displaced persons to take advantage of such a subsidy.

Now the rental subsidy for internally displaced persons has been extended to the entire territory of Ukraine.

This was reported by the Ministry of Social Policy.

Since the beginning of the war, one of the most painful issues for all IDPs has been the issue of housing. To help resolve it, the government has developed a number of tools, including the opportunity to use a rental subsidy.

The rental subsidy is important for supporting internally displaced persons who do not have their own housing suitable for living and do not have enough money to rent individual housing on their own.

Today, the Government adopted a resolution, thanks to which a much larger number of internally displaced persons will be able to use such a subsidy.

In particular:

  • IDPs who have moved to any region controlled by the Government of Ukraine will be able to use the housing rental subsidy, provided that the financial and property status of the IDP family meets the criteria of the resolution (previously, the subsidy was only applicable to 9 regions);
  • families who rent housing and spend more than 20% of their total income on rent will have the right to the subsidy. Previously, it was planned that this threshold would be 30% of income.

“We have a systematic approach to supporting internally displaced persons, providing the necessary services and assistance. The housing rental subsidy for IDPs is the tool that will ensure targeted assistance – the funds will be received by those who need support from the state the most. It is important that the tool is flexible, the calculation formula takes into account both the family's ability to pay rent on their own and the difference in rental prices in different regions,” said Minister of Social Policy Oksana Zholnovych.

We remind you: the rental subsidy for IDPs will be assigned in the same way as the housing subsidy.

The amount of the rental subsidy will be calculated individually for each IDP family. The amount is affected by the family's income level, the number of family members and the cost of renting housing. The new mechanism takes into account that the cost of rent varies significantly not only in different regions, but also in large cities and small villages.

A very important task of the state is to ensure that internally displaced persons who rent housing have protection from sudden changes in the terms of the lease or from unjustified eviction. The key instrument of such protection is the presence of an official lease agreement with the owner of the housing. Therefore, the rental subsidy will be assigned if such a lease agreement exists. In addition, the agreement will also protect the landlord, in particular from the risk of non-payment of rent by tenants.

A typical lease agreement can be obtained and signed (by filling in the appropriate fields) at Pension Fund offices or online, on the PFU website.

We would like to draw the attention of homeowners – the state will compensate the landlord for taxes paid on income received from rent.

Namely: the state will compensate homeowners for personal income tax and military tax, and sole proprietors – for the single tax rate based on the social cost of rent.

We remind you that the assignment of a subsidy for the rental of housing for IDPs will begin at the end of January 2025.

As reported, some Ukrainians may have their pensions suspended. In particular, this may happen by decision of the territorial bodies of the Pension Fund or by a court decision.
