The bills have been registered in parliament.
The Verkhovna Rada intends to introduce an additional tax. Therefore, this year in Ukraine the cost of parcels received from abroad from trading platforms may change.
This was reported by the head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Danilo Getmantsev.
According to him, the bills were developed on the initiative and with the participation of the largest Ukrainian business associations.
“Payment of VAT by the supplier of goods or the marketplace will eliminate the possibility of the need for additional customs payments by the buyer during customs clearance and will help speed up customs procedures,” the politician explained.
The bills propose that:
- citizens will receive goods that cost up to 45 euros without VAT. However, on one condition: these goods are sent to them by an individual without any payment and without commercial purpose;
- goods that citizens bought on marketplaces or other similar platforms will be taxed regardless of their cost. Import duty on such goods will be levied only if their cost is more than 150 euros.
According to Getmantsev, he added that the bills will make VAT administration easier, and parcels will be cleared at customs faster. To do this, it is necessary to:
- adopt the experience of EU countries and introduce the possibility of paying VAT directly by the supplier of goods or by a marketplace or other similar platform, with the assistance of which such goods were delivered;
- introduce a new customs declaration for low-value goods with a data set similar to the H7 customs declaration used in the European Union. The currently available forms of documents for declaring parcels will continue to be used.
It is noted that the buyer will not incur additional customs costs if the VAT is paid by the supplier of the goods or the marketplace. This will also help speed up the customs clearance process.
As reported, a new car tax will appear in Ukraine for owners of cars under five years old, whose value exceeds three million hryvnia.
