What types of benefits can pensioners receive in Ukraine in 2025

According to the Law of Ukraine “On Compulsory State Pension Insurance”, the minimum pension is set at the subsistence level.

As of 2025, the subsistence minimum is 2920 hryvnia, and the minimum wage is 8000 hryvnia. At the same time, the minimum pension is 2,361 hryvnia. Since this amount is quite low, the state has provided a number of benefits for pensioners aimed at improving their financial situation and social protection.

We tell you what benefits Ukrainian social policy provides for citizens who have reached 60 years of age this year.

What benefits do Ukrainians over 60 receive?

The right to retire by age is determined in accordance with legislative requirements for age and insurance experience. In 2025, Ukrainians who reach 60 years of age will be able to retire with at least 32 years of insurance experience.

Upon reaching retirement age, citizens are entitled to a number of state benefits aimed at supporting their well-being.

Utility benefits and subsidies

Pensioners have the right to receive a subsidy for housing and utility services. Its amount is determined taking into account the household income and the cost of services. If the cost of paying utility bills exceeds 15% of monthly income, pensioners can apply for a subsidy. To do this, you must contact social services by submitting an appropriate application and income tax return.

Certain categories of pensioners, living in rural areas and having work experience in certain areas, can receive a 100% discount on utility bills. These include:

  • medical workers and pharmacists,
  • teachers,
  • museum and library workers,
  • plant protection specialists,
  • employees of state and municipal cultural and educational institutions

This benefit also applies to the purchase of solid and liquid heating fuel, as well as liquefied gas.

To receive this benefit, pensioners must have at least three years of work experience in the relevant specialty and work in the relevant positions at the time of retirement.

Free travel on public transport

Pensioners in Ukraine can use public ground transport and commuter trains free of charge upon presentation of a pension certificate or a certificate issued by the Pension Fund of Ukraine. At the same time, benefits do not apply to travel in fixed-route taxis.

Free legal aid for pensioners

Pensioners have the right to free legal aid provided by the state and financed from the state budget in full or in part. They can contact lawyers for consultations on issues related to the calculation of pensions, social benefits, resolution of property disputes and other legal aspects.

Discount on car insurance

Pensioners who own a car with an engine capacity of up to 2500 cc or an electric motor with a power of up to 100 kW are entitled to a 50% discount when applying for car insurance.

Exemption from land tax

Old-age pensioners may be exempt from land tax, in particular for gardening, summer cottage needs or housing construction in accordance with Article 281.1. of the Tax Code of Ukraine

The benefit is provided within the following values:

  • Up to 0.12 ha – for gardening.
  • Up to 0.10 ha – for summer cottage needs.
  • Up to 0.01 ha – for building a garage.
  • Up to 0.10 ha – for construction in cities.
  • Up to 0.15 ha – for construction in urban-type settlements.
  • Up to 0.25 ha – for building a residential building in a village.
  • Up to 2 ha – for personal farming.

However, pensioners who have been assigned an old-age pension on preferential terms are not entitled to a land tax benefit if they have not reached retirement age, namely 60 years.

Free Parking

Many older people do not know that they can park their cars for free in paid parking lots.

Age-Related Allowances for Pensioners in 2025

In 2025, certain categories of pensioners will receive additional payments accrued upon reaching a certain age.

The increase in pensions is provided for persons who have reached 70, 75 or 80 years of age, provided that their pension does not exceed UAH 10,340.

Amount of age-related allowances:

  • from 70 to 75 years old – 300 UAH;
  • from 75 to 80 years old – 456 UAH;
  • after 80 years – 570 UAH.

In this case, only one additional payment is accrued for the age category; it is impossible to combine several allowances.

Certain categories of pensioners over 80 years old can apply for additional financial assistance. It is not provided to everyone, but only to those who receive an old-age pension, live alone or need constant outside care.
