Utility Tariffs 2025: Will the Cost of Electricity, Gas and Water Change?

The Ukrainian government has assured that utility rates will not change in the near future. Prime Minister Denys Shmyhal said on March 4 that gas, electricity and water prices will remain stable until the end of April 2025. Should we expect changes in the future?

At least until the end of the heating season, that is, until the end of April 2025, utility tariffs in Ukraine will remain unchanged.

On March 4, Prime Minister Denys Shmyhal announced that electricity prices will remain at UAH 4.32/kWh (UAH 2.16/kWh for dual-zone meters at night) until at least April 30. Gas tariffs will also remain the same – UAH 7.96 per cubic meter. As for water supply, although no changes have been announced at the national level, in some communities price adjustments may be made by local authorities.

Electricity tariffs until April 30, 2025

Since June 1, 2024, electricity tariffs in Ukraine have been fixed at UAH 4.32 per kWh. They will remain unchanged until at least April 30, 2025, and what will happen next is still unknown.

For owners of dual-zone meters, the night tariff of 2.16 UAH per kWh remains in effect, which is valid from 23:00 to 07:00.

At the same time, the government introduced new rules for households that use electric heaters. If the monthly consumption volume does not exceed 2,000 kWh, the tariff is reduced to UAH 2.64 per kWh. If this limit is exceeded, additional kilowatts are paid at the standard rate of UAH 4.32 per kWh.

Gas tariffs until April 30, 2025

Gas tariffs for households and heat producers will remain at UAH 7.96 per cubic meter. The price is fixed until the end of April 2025, so Ukrainians will pay for gas at the old rates for another two months. And then there is still uncertainty about the tariffs.

Water supply: possible changes at the local level

According to the official announcement of the National Commission for State Regulation of Energy and Public Utilities, cold water tariffs remain unchanged. In some communities, increases are possible, which can be adopted by local authorities without the approval of the NKREKU. However, the change in tariffs has not yet been officially announced and prices for most cities will remain at the same level.

When will the tariffs increase?

A gradual increase in housing and communal services tariffs is possible in 2026, according to the inflation report of the National Bank of Ukraine. The timing and specific parameters of the adjustment remain uncertain, which is a possible risk for the inflation forecast.

The government is still silent about increasing tariffs after the 2025 heating season.
