The National Bank has changed the rules for non-cash payments: what you need to know

The regulator made changes to bring the legislation closer to European standards.

The National Bank has clarified the procedure for non-cash payments in hryvnia. This was necessary to adapt to European standards and improve the regulation of payment transactions in Ukraine.

This was reported by the press service of the NBU.

The updated rules are in line with Regulation (EU) No 260/2012 of the European Parliament and of the Council laying down technical and commercial requirements for credit transfers and direct debits. At the same time, the NBU:

  • clarified the details of the payment instruction initiated by the recipient
  • obliged payment institutions to notify payers about the acceptance of a payment instruction for execution
  • regulated the procedure for informing recipients about the crediting of funds to the account after each transfer
  • defined the mandatory details of payment instructions issued by payment institutions from clients
  • differentiated the details of payment documents issued by state enforcement officers and the State Tax Service of Ukraine
  • abolished the requirement for the mandatory use of a seal for electronic payment instructions, leaving it only for paper documents

At the same time, if the funds in the account are under arrest, the account itself can be changed or closed, since the arrest is imposed on the debtor’s funds, and not on the account.
