In 2025, the government expanded the list of those who are entitled to a preferential tariff. This includes, in particular, residents of large apartment buildings without gas heating or with heat supply problems.
From April 1, tariffs for electricity, gas, hot water and heating in Ukraine will remain unchanged. April is also the last month of the heating season.

Until the end of April, the household electricity tariff remains at 4.32 UAH/kWh. For consumers who use electric heating, a preferential rate of 2.64 UAH/kWh applies if consumption does not exceed 2000 kWh per month.
In 2025, the government expanded the list of those entitled to a preferential tariff. This includes, in particular, residents of large apartment buildings without gas heating or with heat supply problems. The corresponding changes were made to the government decree.
“These residents can pay 2.64 UAH/kWh for electricity until the end of April,” said People's Deputy Serhiy Nagornyak.
According to him, the market price of electricity has already reached 7-8 UAH/kWh, and from June 1, the household tariff may increase to 6.64 UAH, and over the next 2-3 years – to 9 UAH/kWh.
Heat, gas and water: prices remain stable
The moratorium on tariff increases introduced during martial law remains in effect. This means that prices for heating, hot water and gas will not change in April.
In Kyiv, according to Kyivteploenergo, the heating tariff will be 1654.41 UAH/Gcal.
Gas for household consumers served by Naftogaz will cost 7.96 UAH/cubic meter in April. For other suppliers, the price will fluctuate between 7.79 and 9.99 UAH/cubic meter.
