Humanitarian Development - 2025: goals and priorities

To finance the work from the exchange in the lower river there is 2.5 billion UAH, the task is to find an additional resource, in addition to the investment

Torik in Ukraine turned to Gospodarska vikoristannya over 35 thousand. sq. km of cleaned vibukhnosafe objects in the territory. Priority is good health. At the same time, at the beginning of the full-scale Russian invasion of the region, there were at least 174 thousand. sq. km of potentially obstructed lands, for the clearing and demining of which, according to Svitovoy Bank's estimates, a minimum of $37 billion will be needed. As a result, this amount has grown even more. For a lot of minds to achieve an ambitious goal – to increase the 10 rocks to turn in the Gospodarska vikorystannya to hire 80% of the potentially contaminated land – robots with restrictions and razminuvaniya need to be replaced without interruption, regardless of continuation of combat actions. What has already been developed and what needs to be developed to activate prothymine activity?

CLEANSING PLANT: +1000 HA PID FUTURE HARVEST

Supporting packages of minor activities of state services: DSNS, Special Transport Service (DSST), National Police, National Guard and State Prikordon services, which are various branches and commercial operators of timely activity, Deputy Minister of Economy Igor Bezkaravainy at a briefing at the Media Center Ukraine, we hope that specialists are still clearing out and distributing land no closer than 20 km to front line. For the dissolution of the most difficult areas: territories that are still affected by military operations, areas of social life, water reaches, natural areas, forget to take up the matter after the war.

“This spring we have reached the mark of 1000 hectares of agricultural land, demined, cleaned and put into operation within the framework of the state program of compensation for the depredation of agricultural land. These fields can now be sowed, and in the spring they can be harvested,” said Bezkaravainy.

Humanitarian Development - 2025: goals and priorities

For example, in Berezna, according to the words of the first vice-premier – Minister of Economy of Ukraine Yulia Sviridenko, the safety of the plot was confirmed to the Institute of Cartography of the National Academy of Sciences of Ukraine with an area of 434 hectares, on which discovered and received artillery shells and mines.

“Even before that, the figure of 1000 hectares cleared sounded so ambitious. Today is the same result. These fields are directly sown with wheat and other agricultural crops. This is the upcoming harvest, a replacement for the unsafe surpluses of the war. The state has verbally declared the importance of dismantled farm lands, and has created a tool that allows meter by meter to turn the security of the Ukrainian land,” said Sviridenko.

As it was reported, the government program of compensation for the destruction of agricultural land was requested from spring 2024. It transfers 100% of the total compensation for the land that is being cleared, and 80% of the compensation for the land that has already been cleared, which the farmer can document.

We have already held auctions for 56 applications for the exchange of over 11 thousand. ha. The robots are working on 40 plots of land on an area of 9.5 thousand. ha. Povnіst wikono umovi sem ugo zagalnoyu vartіstyu 52 million UAH. 1102.9 hectares turned over at Vikoristan. These are three plots near the Mykolayiv region (131.4 hectares), two plots in the Kiev region (921.9 hectares), as well as land masses in the Kherson (21.1 hectares) and Kharkiv (28.5 hectares) regions.

Speaking about the peculiarities of the programs, Igor Bezkaravainy said that participants can be from farmers who work legally, pay taxes legally and have no ties with Russia. Applications for the clearance of obstructed plots are accepted through the State Agrarian Register.

“After this lot is verified, confirming the fact of its confusion, the approximate risk of exchange is determined, and this “lot” is placed on Prozorro. Operators of industrial activities – private companies (most importantly Ukrainian ones) – are vying for the right to cancel the contract. The money for the program is saved in a special escrow bank. Neither the agrarian, the ruler of the land, can access them, nor can he manage the auction under which the contract for the agricultural work is established,” having explained the Posadist mechanism of financing the program. And once the work has been completed, inspected and given a cleanliness certificate, which confirms that the plot is safe, it is attributed to the operator of the labor activity.

So far, not all farmers know about this program and understand the algorithm of this process, as stated by Bezkaravainy. That’s why the registry contains a lot of applications that were issued by way of approval.

“The most important aspect of the company’s work is the verification of applications. What, vlasne, galmuvalo vikonannya program. Therefore, we are now streamlining the program so that there are fewer applications for mercy. And we are also preparing a great informational and explanatory campaign, the initial materials, and even the application for such work is great,” the official added, having guessed that the need for funding the program from the dissolution was passed on 2.5 billion UAH. The effective use of these funds is one of the indicators of the Ukraine Facility’s international assistance programs.

PENCIES FOR REMOVAL: ASSISTANCE FOR DONORS AND SPILNOKOSHT

As it is, one of the most pressing problems in humanitarian aid is the search for financial resources. Here, it is still possible to pay for the most important grant support from international partners, which is the state in power, and directly on the compensation for the destruction of agricultural land, as determined by the program, and on the decision of the program, as include DSNS, DSST and other special structures.

Already, humanitarian progress in Ukraine is taking place between the Cabinet of Ministers’ praise of the National Strategy for Prohibition for the period until 2033 and the Operational Plan for її Vikonanny in 2024–2026. The praise of the Strategy is one of the indicators of the Ukraine Facility, a program of financial support for Ukraine on the side of the European Union.

Humanitarian Development - 2025: goals and priorities

In addition, foreign powers are launching government programs to support humanitarian development programs in Ukraine. For example, recently the Italian Agency for the Development of Social Sciences (AICS) announced a grant competition for the cleansing of Ukrainian lands in order to remove other war surpluses from the front-line regions. Financing projects directly on non-technical and/or technical areas surrounding the territory, as well as by informing the population about my threats. Kharkiv region will be a priority for the implementation of the initiative, where 55 out of 56 identified communities have recognized the outbreak of war. This region itself became the pilot for a system of automated territory prioritization based on the IT solution of the Palantir company.

“For the first time, one of the Ukrainian partners sees a pittance in clearing our lands, bringing Ukrainian operators of anti-mine activities into this process. I believe that such a procedure will make it possible to quickly turn the corner and identify the obstructed territory and force the consolidation of not only equal institutions, but also organizations and companies of our countries that are trying to make the Ukrainian land safe,” commented Yulia Sviridenko .

The final budget for the competition is 6 million euros. At the same time, the cost of one project cannot exceed 1.8 million euros.

The Cabinet of Ministers has recently allowed funds to be used to pay for services from the humanitarian exchange of money collected for the Ministry of Economy through the fundraising platform UNITED24.

“Praises of the changes will allow us to open up all the meetings on the UNITED24 platform for the dissemination of communities. We give our friends and partners the opportunity to collect what they want to finance as a priority: I will purchase equipment for decontamination, possession, or see the money that the Center for Humanitarian Disposal can pay for cleaning services “dilyanok,” commented Igor Bezkaravainy.

Also, now the Center for Humanitarian Aid for Consumption can contact the Ministry of Economy to inquire about the benefits of money collected through UNITED24. For a cob of rock, the surplus of such kosti was 53 million UAH.

In just one hour, Zagal raised close to UAH 200 million through the fundraising platform. For this cost, we purchased for the DSNS a high-type fireworks machine, three light-type fireworks machines and two tractors. The State Special Transport Service took away Trembita metal detectors, 400 dry pick-ups and aprons, an important DOK-ING MV-10 demining machine, and provided additional funding.

However, despite the colossal needs of tens of billions of dollars, these funds, obviously, are not enough either now or after the war. Therefore, Ukraine must embrace new technologies, promote innovative approaches to clearing up the territory, mechanize the exchange as much as possible, and formulate a system of incentives for harvesting, stashing in market ambushes, and not less among international humanitarian missions – operators of secret activities from all over the world – seem to be experts.

And, of course, it is necessary to effectively take into account the capabilities of the state budget and special state services that deal with the intensive and extensive dissemination of territories. It is unrealistic to “pull” the lowest commercial prices for these services for the obvious scale of potentially obstructed areas. The cost of cleaning a square meter of territory in the world costs $3–5. Price – up to $50 thousand. per hectare, or up to $5 million per sq. km. Not just a farmer, but a great agricultural holding can hardly afford such expenses.

Therefore, the Ministry of Economy actively works with international financial organizations, such as: Light Bank, European Bank for Reconstruction and Development, European Investment Bank and other institutions, to bring for the purpose of pro-timing activities and humanitarian assistance, necessary investments.

“Before the Great War, economic activity in Ukraine was not realized not only as an investment addition, but as an investment opportunity. Tse in the first place were bullies donati, scho simply skerovalisya in order to solve this point problem. Now we are trying to change the focus of our respect, explaining to potential investors: for example, to invest money in the development of the field, and after that, to stagnate the practices of the old agricultural dominion and, within the boundaries of the “green transition”, to feel the danger environmentally friendly products, which may be much more expensive, less traditional farming, on which, in theory, you can also earn money,” even without loaf.

At the same time, we are talking about the possibility of obtaining loans, bank guarantees, risk insurance, and other financial instruments.

Also, in addition to the “financial” orders for the next hour, according to the words of the intercessor of the minister, there is a search for a resource for the demining of forest lands.

“The foxes will not be exchanged for the rest of the army, as dekhto respects. We will immediately exchange them and let’s go straight into the woods. Why can't foxes stay in the wilderness? There are a number of reasons, the most common being forest fires. Since the forest is obstructed, the roads are replaced and a forest fire begins, we have no good chance of extinguishing it, and in our efforts to infect the fires, we must fight on the replacement roads,” explained Posadovets.

MARKET OF HUMANITARIAN CARE AND TECHNICAL EQUIPMENT OF OPERATORS

According to the Ministry of Economy, 84 mining operators are already operating in Ukraine. Also, at the beginning of the active work of this galus, in 2023 there were less than ten certified operators.

Present in Ukraine, there are seven largest light operators with active activities.

Since the beginning of the Great War, the number of specialized equipment for unwinding, keeping an eye on the important. Moreover, it is more common practice in the world to use drones and robotic systems on such a scale for deployment.

“At the beginning of 2023, there were no important cars in circulation in the country. Now there are over 150. There were only six operators and 1,500 sappers,” Yulia Sviridenko guessed.

The emphasis, behind these words, is on the localization of the production of technology for deployment in Ukraine. As a matter of fact, the system has coordinated with the Croatian company DOK-ING, which has already opened an office in Ukraine. The order has confirmed the procedure for certification of mechanized equipment according to international standards. The first DOK-ING machine has been certified to the MV-4 standard.

I will carry out all the necessary work. Let's say, the Kramatorsk plant of important machining equipment has installed a remotely ceramic lining system Germina URCM-3000. The machine can be built in one day to cover up to 5 hectares and can be used against an anti-tank mine. Now, from the first sign of the sub-trace operation mode, one of the operators is working. After that, the car is sent for certification.

“Such a machine is a further example of the development of the technical capabilities of the manufacturer with the assurance of Ukrainian sappers. I am confident that Germina will successfully pass certification and we will select a Ukrainian vehicle with good characteristics. About 60% of its components are ham production,” Bezkaravainy boasted.

During the hour of the demonstration, this machine, with the mechanism locked into the ground by 5 cm, covered a hundred-meter plot in repeated repetitions. The width of the passage is 2.7 m. This makes it possible to carry out surface cleaning on a plot with an area of one hectare in one year, and in one change – 5 hectares. Virobnik states that the basic package costs around 500 thousand. Euro, which is many times cheaper than foreign analogues.

Already in the first year, the operator of industrial activity UDS, who believed in the success of the Kramatorsk workers, plans to withdraw five Germina machines from the plant for the completion of the task from humanitarian exchange for Kiev region, Kharkiv region, Mykolayiv region and Kherson region.

“We are now implementing the “Made in Ukraine” policy, aimed directly at the purchase of Ukrainian products, including goods for disposal. In Ukraine there are 19 vibrator factories that produce a wealth of equipment that is needed for distribution: starting from the hazardous conditions and emergency tools that are used in the field, and ending with high-tech devices, detectors and great, important machines. “Everything is in Ukraine, and everything can be bought in Ukraine,” said Igor Bezkaravainy.
