Kiev Metro terminated the contract for the construction of a metro line to Vinogradar due to delays in construction. This is stated on the purchase page from Prozorro.

The terms of the contract determined the customer’s right to refuse the agreement and demand compensation for losses if the contractor did not start work on time or performs them so slowly that it is impossible to fulfill it within the contract period.
“Taking this into account, Kiev Metro refuses its obligations regarding the performance of construction work under the contract, of which the contractor has been notified,” says the justification.
Previously, 4 billion UAH were transferred to the contractor, taking into account the advance payment. Now the contractor “Kyivmetrostroy” must return this advance.

First Deputy Head of the Kiev City State Administration Nikolai Povoroznik in an interview with the EP stated that the Kyiv Metro CP will hold a new tender for the continuation of the construction of the Syretsko-Pecherskaya metro line towards the Vinogradar residential area.
The current general contractor Kyivmetrostroy, which won the tender in 2018 by offering UAH 5.98 billion, is in a deep crisis. The company survived a corporate conflict and fired most of its employees.
“As far as I understand, (there is practically nothing left from Kievmetrostroy – ed.). We will change the artist and continue working,” Povoroznik said.
According to the first deputy, the construction customer will evaluate and validate the work performed. Revealed facts of abuse will be transferred to law enforcement agencies, which have already opened criminal proceedings against Kievmetrostroy.
Metro to Vinogradar
In July 2018, the Kiev City State Administration approved a project for the construction of a metro section from the station “Raw” in the Vinogradar residential area. During the first stage of construction, it was planned to connect the Syrets station with the new Prospekt Pravdy station, build another station – Mostitskaya – and a fork branch to the Vinogradar station.
The first stage of construction was planned to be completed in 36 months – until the end of 2019. Along with a new metro section in the Podolsk region, it is planned to create an electric depot.
The opening date of the metro to Vinogradar has already been postponed several times. In early September, Kievmetrostroy asked to postpone the completion of the first stage of construction to 2023.
In February 2023, Kievmetrostroy resumed construction of the metro to Vinogradar, but active construction has not been carried out since the fall of 2023.
